The Montgomery County Department of Finance is looking for a Division Chief (Manager II) to lead the Fiscal Management Division.
Employee will be responsible for effectively managing the Fiscal Management Division of the Department of Finance. Duties will include managing and overseeing the following functions: municipal debt issuance; banking and cash management, including investments; revenue forecasting for a variety of complex revenue streams; legislative analysis and fiscal and economic impact statements; analysis of development plans; and oversight of economic development grant and loan programs.
This position develops and documents policies and procedures. Experience is required in planning, organizing, and prioritizing responsibilities, and multi-tasking and managing stress in a deadline-oriented environment. Experience in working independently, with a positive perspective, strong initiative and self-motivation, and excellent communication skills is also required.
As a manager/supervisor of unionized employees, this position has a responsibility for fostering a positive labor relations environment based on mutual trust, respect, and cooperation.
A criminal background and credit history check will be conducted on the selected candidate prior to appointment and will be a significant factor in the hiring decision.
MINIMUM QUALIFICATIONS Experience: Seven (7) years of progressively responsible professional experience in overseeing the functional and technical aspects of debt management, cash management, or economic/fiscal management, preferably in a government setting, three years of which were in a supervisory or executive capacity. Note: The term “executive” is further defined as a high echelon or high level position in an organization that is assigned technical research, management advisory services responsibilities, or policy-making duties and responsibilities that exerts considerable influence on organizational policy, plans, and operations through technical research, management advisory services, and/or policy-making duties and responsibilities (e.g., County positions at Grade 30 or above). Education: Graduation from an accredited college or university with a Bachelor’s Degree. Equivalency: An equivalent combination of education and experience may be substituted. Note: Based upon legislative requirements, some positions may be subject to different minimum qualifications.
