As a member of the Senior Management Team at Citizens’ Bank, the Chief Financial Officer is responsible for understanding the Bank’s overall strategy and objectives while formulating and executing bank-wide strategies.
The Chief Financial Officer is responsible for directing the fiscal functions of the corporation in accordance with generally accepted accounting principles issued by the Financial Accounting Standards Board and other regulatory and advisory organizations in accordance with financial management techniques and practices appropriate within the banking industry.
Four years minimum experience as a CFO with a community bank.
Eight + years total accounting or finance experience
Bachelor Degree in Accounting or Finance is preferred.
MBA or CPA preferred.
Comprehensive knowledge and understanding of GAAP.
Familiarity with a wide range of technology applications relative to position.
Key Responsibilities Financial Management
Manage the financial operations of the institution in accordance with the policies established by the board of directors and regulatory requirements.
Develop and implement fiscal plans and policies.
Ensure accounting procedures are in compliance with generally accepted accounting principles and other regulatory standards.
Develop and maintain operating budget.
Prepare monthly, quarterly and annual financial statements.
Prepare regulatory reports and returns ensuring that reports are accurate and filed on a timely basis.
Work with accountants on annual tax return.
Monitor the Bank’s balance sheet and capital levels.
Ensure that the Bank’s capital level conforms to Board policy and regulatory requirements.
Advise Bank leadership of changes that may impact capital.
Financial Analysis and Planning
Oversee the preparation and maintenance of the bank’s forecast and budget.
Make recommendations relating to expense management, budget preparation, profit forecasts and operational changes as needed.
Monitor and look for opportunities to enhance the Bank’s profitability.
Perform peer group analysis on strategic opportunities when required.
Liquidity and Funds Management
Maintain liquidity levels within in the guidelines established by the board of directors and regulatory agencies. Ensure adequate levels of contingency funding from multiple sources.
Provide monthly and quarterly liquidity monitoring reports to senior management and the board of directors.
Interest Rate Management
Monitor the Bank’s interest rate risk position. Provide guidance on loan and deposit pricing strategies.
Recommend rate & composition adjustments appropriate to the economic conditions.
Responsible for the ALCO process including the quarterly ALCO meeting.
Perform interest rate simulations/modeling including the development and documentation of assumptions.
Investment Portfolio Management
Coordinate with the President to insure all investments serve the best interest of the Bank.
Ensure the investment portfolio provides for the ongoing liquidity needs of the Bank.
Provide analysis and strategy suggestions to the President and Board of Directors regarding the composition of the investment portfolio as relates to the banks established tolerances for credit, interest rate and market risks.
Analyze and offer recommendations regarding the suitability of investments that meet the established goals and risk tolerances of the bank.
Provide monthly reporting to the board directors detailing investment portfolio position, monthly activity, the net principal cash flow and total price sensitivity.
Understand and support the Bank’s overall strategy and objectives.
Participate in the formulation and implementation of bank-wide strategies.
Maintain ongoing communication with the board of directors regarding the Bank’s financial activities.
Provide regular communication with the President and peer division managers regarding the Bank’s financial activities.
Serve as the point of contact with outside vendors, accountants, auditors and regulatory agencies.
Develop, maintain and manage a capable, motivated, resourceful staff within defined human resource allocations.
Evaluate division performance on a regular basis.
Encourage the growth of future leadership within the Bank.
Manage the vendor relationships related to the finance function.
Manage the selection process for vendors associated with the finance function of the Bank.
Engage with peers, vendors, outside professionals and trade associations to stay abreast of current trends and innovations applicable to the banking environment.
