Plans and manages the compilation, analysis, preparation and presentation of budget and cost data that enables funding decisions regarding Plan and BCBSA administrative expenses. Provides leadership for and performs advanced program-wide technical and economic analyses related to the interpretation and presentation of financial performance data. Serves as lead in cross-functional financial support, including financial analytics that encompasses administrative cost budget performance, forecasting and benchmarking strategies. Develops and presents predictive analytical reporting framework and models to enable strategic decision making by OPM, Plan and Association customers.
Responsibilities include but are not limited to:
Plans and manages the compilation, analysis, preparation and presentation of budget and cost data that enables funding decisions regarding Plan and/or BCBSA administrative expenses. Enforces compliance with budget constraints directed by BCBSA senior management.
Compiles Plan and/or BCBSA business plan and budget results and provides complex financial analyses to senior management representing BCBSA/FEP. Develops and implements financial program budget status reporting for staff and management as required. Identifies and analyzes aberrant indicators and recommends corrective actions to attain established performance parameters.
Designs the process to develop complex economic and financial business case analyses to measure the value (cost, net present value and ROI) of Plan and/or BCBSA department business proposals. Constructs the appropriate business financial models and analytical tools to support strategic decision-making. Consults with customers to attain completion of templates adequate to gain senior management approval of proposals. Develops, presents and defends financial modeling results.
Leads the monthly tracking of actual results against budget and analysis of financial metrics and trends and other financial decision support activities. Performs and communicates forecasts of program-wide administrative costs and compares to the FEP contract’s administrative cost limit to ensure that it is not exceeded.
Establishes program wide financial benchmarking metrics to effectively manage the administrative cost budgets of BCBSA and/or over 60 Plan service areas. Performs ongoing and periodic complex financial analysis, reporting and recommendations to senior management on divisional and program variances and forecasts.
Designs, develops, implements and manages the PACER applications and other strategic business tools, analyses, benefit and administrative cost report portfolios and research that support BCBSA and Plan management of FEP business. Constructs and communicates appropriate business financial models and analytical tools to report and communicate yearly results, trends, recurring year to date variances and forecasts in support of strategic decision-making.
Required Basic Qualifications:
Seven years experience as a financial analyst performing economic and econometric modeling.
Demonstrated advanced knowledge in developing business cases and presentation of econometric modeling output to influence senior management.
Advanced proficiency with information technology tools to support financial analyses.
Experience leading teams to accomplish project objectives.
PAHM certification by the Academy for Healthcare Management or the completion of such within one year of employment.
